N-600 / N-600K are $0 for certain adoption cases and for self-filing military members; a Form I-912 fee waiver may be available (paper only). N-400 has a reduced $380 fee for households ≤400% of the Federal Poverty Guidelines, and $0 for qualifying military applicants. None of these forms carry a Pub.
